Dr Anthony Neoh, a senior counsel and international arbitrator, has been teaching and pursuing his research interests in legal and financial history, comparative legal systems and current issues of financial regulation. He was the Chairman of the Hong Kong Securities and Futures Commission from 1995 to 1998 and Chief Advisor to the China Securities Regulatory Commission (“CSRC”) from 1998 to 2004 at the personal invitation of former Premier Zhu Rongji. He has since 2010, been designated by the People’s Republic of China to be a member of the List of Conciliators and Arbitrators of the World Bank’s International Center for Settlement of Investment Disputes (ICSID) .
Dr Neoh was the first Asian to be elected as the Chairman of the Technical Committee of the International Organization of Securities Commissions. He was a Member of the Hong Kong SAR Basic Law Committee under the Standing Committee of the National People’s Congress from 1997 to 2007.
Dr Neoh’s previous academic appointments included Lecturer at the Party School of the Central Committee of the C.P.C., Adjunct Professor of the National University of Public Administration, and Visiting Professor at the Peking University, Tsinghua University, Renmin University of China and Harvard Law School. He was also the Chairman of the Planning Committee for establishment of the Hong Kong Chinese University Law School and presently, serves as Council Member and Treasurer of the Chinese University of Hong Kong and the Dean’s Visiting Professor at the National University of Singapore.
He was conferred the Degree of Doctor of Laws, honoris causa, by the Chinese University of Hong Kong in 2003, Doctor of Social Science, honoris causa, in 2013 by the Open University of Hong Kong and in 2016 by Lingnan University. He was made an Academician of the Euro Asia Academy of Science and Honorary Fellow of the Hong Kong Securities Institute in 2009 and received the International Award for Distinguished Service to Finance from the Chartered Financial Analyst Institute in 2010.
