Prof. Gary Soo is a practising Barrister and Chartered Engineer. He has been practicing in areas of civil litigation involving commercial and construction disputes and arbitration for some 20 years. From 2008 to 2010, he took up the position to serve as the Secretary-General of the Hong Kong International Arbitration Centre (“HKIAC”). Also, he was the President of the Hong Kong Institute of Arbitrators (“HKIArb”), from the year of 2006 to 2008 & 2010 to 2011.

During these years, he was leading and running the HKIAC and HKIArb on a day-to-day basis, including preparation and implementation of policy decisions of council meetings. As Secretary-General of the HKIAC, he managed and administered all ADR cases at HKIAC, including arbitration cases, mediation cases, adjudication cases and domain name disputes and he organized conferences and training events for all sectors, in Hong Kong and overseas. Gary was also involved in the marketing and promoting of Hong Kong, ADR and HKIAC to all ADR users, local and overseas. Also, he served as a liaison key with authorities, international institutions, ADR bodies, government officials, judges, ADR neutrals, professionals, academics and industry sectors. At the time, he had developed dispute resolution schemes including the Lehman-Brothers-Related Products Dispute Mediation and Arbitration Scheme and gave advice in the setting up on other ADR institutions including the Hong Kong Joint Mediation Helpline Office and the Hong Kong Financial Dispute Resolution Centre

Prof. Soo is a member of the Committee of the China Nansha International Arbitration Centre and was also the First Chairman of the Guangdong, Hong Kong and Macau Commercial Mediation Alliance. He had through the years been involved in hundreds of local and international arbitration cases. In addition, as arbitrator, he has served in more than dozens of international cases involving both ad hoc and institutional arbitrations (including HKIAC, ICC, CIETAC, SCIA etc.) as party-appointed arbitrator, sole arbitrator or presiding arbitrator.

Prof. Soo is a CEDR and HKMAAL Accredited Mediator as well. He is a Fellow of the Chartered Institute of Arbitrators and the Hong Kong Institute of Arbitrators, a Member of the Institution of The American Society of Civil Engineers, the Institution of Structural Engineers, the Institution of Civil Engineers, the Hong Kong Institution of Engineers and the Chartered Quality Institute. Also, he is a Panel Adjudicator of the Hong Kong Institute of Construction Adjudicators.

In addition, he is a listed panelist for domain name disputes of the Hong Kong International Arbitration Centre, the China International Economic Trade and Arbitration Commission, and the Asian Domain Name Dispute Resolution Centre. He is also on the panel of arbitrators of the World Trade Center Macau Arbitration Center and a number of arbitration commissions in Mainland China.

On publication, he is the author of the book “Construction Law and Practice in Hong Kong”, a contributing author of “Construction Arbitration in Hong Kong: A Practical Guide” and “The Hong Kong Arbitration Ordinance: Commentary and Annotations”. Also, Prof. Soo is the co-editor of the book “Essential of Contract Drafting and Negotiation for Construction Professional” and “Construction Contract Essentials in Hong Kong”.

On awards and recognitions, Prof. Soo has been recognized recently with Tier 1 Leading Junior by The Legal 500 Asia Pacific 2022-2025 in the practice area of Construction and Property of the Hong Kong Bar, the Leading Junior by the Legal 500 Asia Pacific 2021 in the practice of Construction of the Hong Kong Bar, as well as the Recommended Junior of Doyle’s Guide for Leading Construction and Infrastructure Litigation Barristers – Hong Kong 2021.
