Mr Philip Leung Kwong-hon is the past Vice-Chairman of Consumer Council. He has been committed to promoting and enhancing the protection of consumer interests since his appointment as a Member of the Consumer Council from 2007 and then its Vice-Chairman in 2013. He has just stepped down as Vice Chairman of the Consumer Council with effect with from 7 October 2017.
Serving the community at large, Mr Leung is the Chairperson of the Internet Learning Support Programme Advisory Committee for the Boys’ and Girls’ Clubs Association of Hong Kong, a Member of CLP Eco Building Funding Vetting Committee, Director of Internet Society Hong Kong and a Member of Radio Television Hong Kong Programme Advisory Panel. He authored 《Internet-個人及商業應用》published by ET Press.
Mr Leung had been the Director of Information Technology Services at the Chinese University of Hong Kong ("CUHK") until 2015, responsible for planning, development and deployment of information and communication technology and services. He also served as a part-time lecturer for Department of Cultural and Religious Studies, CUHK, in the MA Programme in Cultural Management, specialising in IT applications in cultural organisations from 2004 to 2013.
Mr Leung received his Bachelor of Business Administration from CUHK and MA in Communication from Hong Kong Baptist University. He now lectures at both institutions.
