Pilot Scheme for Mediation for the eMPF Platform





The Financial Dispute Resolution Centre (FDRC), in collaboration with the eMPF Platform Company Limited (eMPF Company), has launched a pilot scheme for mediation of monetary disputes relating to the use of the eMPF Platform (Pilot Scheme). This Pilot Scheme offers an independent, impartial, and efficient channel to resolve monetary disputes between scheme members / employers (eMPF Users) and eMPF Company.

 

The eMPF Platform

Under the Mandatory Provident Fund (MPF) System, mandatory and privately-managed provident fund schemes are implemented for making contributions for the retirement protection of the Hong Kong working population. To meet the demand for digital efficiency, eMPF Company has launched the eMPF Platform to centralize and digitize MPF administrative processes, enabling easy online management by scheme members and employers.

The Pilot Scheme

Running from 25 June 2025 to 24 June 2026, the Pilot Scheme is designed to provide a streamlined approach for resolving monetary disputes that may arise between eMPF Users and eMPF Company relating to the use of the eMPF Platform and / or eMPF Company’s provision of scheme administration services. By bridging users' concerns with professional mediation services, the Pilot Scheme’s objective is to ensure that monetary disputes are handled effectively and unbiasedly.

To help with the launch of the Pilot Scheme, the FDRC has put up a list of experienced mediators for the Pilot Scheme. They are to conduct mediation sessions in a confidential, efficient, and cost-effective manner.

Key Features of the Pilot Scheme

  • Simple Process – eMPF Users can apply to FDRC with a simple application form. Applications are also accepted by referrals from eMPF Company.
  • Confidential & Efficient - The process is confidential; it also saves time and costs.

Who can use the Pilot Scheme?

  • eMPF Users, and
  • eMPF Company.

Applications for the Pilot Scheme can be made with submission of a duly completed Application Form together with relevant supporting documents as required and set out in the Application Form.

The fees for the mediation are set out in the Fee Schedule.

Service arrangements

Mediation session will commence within 21 calendar days from the date of the mediator’s appointment. The target is to conclude the mediation within 6 months.

Upon completion of the mediation, a mediation certificate will be issued by the mediator to both parties.

Why consider mediation?

Mediation is a process whereby the parties in dispute attempt to reach a mutually acceptable and amicable settlement of their dispute on a voluntary basis with the assistance of a third party (the mediator) who may facilitate a solution between the parties to the dispute but without the power to impose it upon the parties. As compared to other means of resolving disputes such as litigation, mediation is forward-looking, constructive and conducive to repairing and maintaining relationship between the two sides.
